Description

The Croatian Youth Network (MMH) and Pula Youth Centre invite youth associations working with young people to engage in regional education on public policies and the use of tools and methodologies for monitoring and evaluating local youth policies and programmes.

The third in a series of educations will be held on 27 April 2026 at Pula Youth Centre for persons working in the area of Istria, Kvarner and the northern Adriatic.

In many local communities, policies and youth programs exist but are rarely systematically monitored, evaluated and used as a basis for advocating change. The aim of these educations is to empower organizations to do exactly that, i.e. to understand local youth policies, monitor their implementation and use the collected data in communication and advocacy with local decision-makers.

What does regional education offer?

The trainings are designed as a practical, working and interactive process, focusing on the real challenges and needs of organizations at the local level.

  • familiarise with specific tools and methodologies for monitoring local youth policies,
  • learn how to collect and structure data relevant to advocacy,
  • develop skills in using findings in advocacy processes and dialogue with local authorities,
  • exchange experiences and examples of good practice with organisations from other backgrounds;
  • Strengthen cooperation and joint action within the youth sector.

Particular emphasis has been placed on the applicability of knowledge in a local context, regardless of the size of the organization or the level of previous experience in policy monitoring.

Who are the educations for?

Educations are intended for representatives of MMH member associations, other youth organizations and working with young people, organizations that want to participate more actively in monitoring and improving local policies and programs for young people.

Employees of the association, their long-term volunteers, associates or practitioners who will consider the capacities for further participation in the monitoring or evaluation process can apply to the education.

No prior experience in policy monitoring is required but motivation, interest and willingness to learn and apply are important.

What is expected of participants after education?

Participants can be involved in further process after education, according to organizational capacities and possibilities. By the end of autumn 2026, they are given the opportunity to use one methodological tool in their own local community by following or evaluating local/regional youth policy (e.g. The Youth Program). The findings collected can help them to open a dialogue with local decision-makers with the aim of advocating for or improving youth policy.
